Short answer: Lampang is a quiet old town famous for its horse carriages. The Kad Kong Ta area (a Chinese trading street on the Wang River) is the best base — a weekend walking street, handsome old buildings and riverside guesthouses. For convenience choose the town center near the Clock Tower and markets; for nature and quiet resorts head out of town toward Wat Phra That Lampang Luang or Chae Son.
