For a calmer, local feel choose the Nong Prajak Park area with its lake and cafés; if you are continuing to Nong Khai or Laos, staying near the train and bus stations is handier.

Yes — Udon Thani has an airport and a train station, and many people fly in then continue about an hour to Nong Khai to cross into Vientiane. For an early onward bus, staying near the stations is more convenient.

How do I reach the Red Lotus Sea from Udon Thani?

The Red Lotus Sea is at Nong Han Kumphawapi, about 45 km (roughly an hour) from the city. The lotuses bloom best in the early morning from December to February. It is usually a half-day trip, so you can stay in Udon city as normal.
