Short answer: Phuket sits on the Andaman coast, which rains on a different schedule than the Gulf coast (Koh Samui, Koh Phangan). The best window is November to February — dry, clear skies, calm seas, great for diving and beach days — but it's high season with the highest prices. The rainy season, May to October, usually brings showers in bursts during the afternoon or evening rather than all-day rain, and accommodation gets much cheaper — though some west-coast beaches see rough surf strong enough for red-flag swimming bans.

What most people get wrong

The Andaman coast (Phuket, Krabi, Phi Phi) gets its heaviest rain May through October — the opposite of the Gulf coast (Koh Samui, Koh Phangan, Koh Tao), which sees its heaviest rain October through December. So if you're visiting during Phuket's rainy season and want guaranteed sun, Koh Samui might have better weather in some of those months, or vice versa. During the rainy season, red flags go up often on west-facing beaches like Patong, Kata and Karon — always check the beach flags before swimming.
