Short answer: In the north choose Pai (easy mist and views), Mae Hong Son (Pang Ung) or Nan (Doi Phu Kha/Pua); in the upper Isan, Chiang Khan (Loei) on the Mekong; and for the sea of mist closest to Bangkok, Khao Kho (Phetchabun).
The picks, ranked
Pai (Mae Hong Son)
A small town in a valley — cool air, easy-to-see mist, laid-back cafés and a night walking street, perfect for a first mountain trip.
Mae Hong Son
A misty valley town — Pang Ung and Ban Rak Thai offer dawn mist over the lake, and it anchors the 1,864-curve loop drive.
Nan
A quiet old town plus mountains — head to Pua and Doi Phu Kha for terraced fields, mist and scenic mountain cafés.
Chiang Khan (Loei)
A Mekong town of old wooden houses — cool air, dawn sticky-rice alms and mist at Phu Thok; it is busy in winter, so book ahead.
Khao Kho (Phetchabun)
The “Switzerland of Thailand” — the sea of mist closest to Bangkok, with many hill-view resorts and an easy drive, great for a weekend.
Chiang Rai
The far north — cool air, tea plantations, Doi Tung and Doi Chang, beautiful temples and the mist at Phu Chi Fa, good for several days.
